The federal government has approved a sweeping reform of the National Youth Service Corps (NYSC), introducing a civilian leadership structure and a range of measures aimed at transforming the scheme into a skills-driven institution that better supports Nigeria’s economic development.

The approval was granted by the Federal Executive Council (FEC) during its meeting in Abuja on Monday, marking the first comprehensive review of the NYSC since its establishment in 1973.

Among the most significant changes is the decision that the scheme will henceforth be headed by a civilian, ending decades of military leadership.

However, the military will continue to provide security support for corps members across the country.

To pave the way for the reforms, the FEC directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to amend the NYSC Act and other relevant regulations to provide the necessary legal framework for implementation.

Announcing the development on his X account, the Minister of Youth Development, Ayodele Olawande, described the approval as a landmark moment in the history of the scheme.

According to him, the reforms are designed to reposition the NYSC as a modern institution that not only promotes national unity but also equips young Nigerians with practical skills required to succeed in a rapidly evolving economy.

“We are transforming the Scheme into a platform that not only unites Nigeria but also equips our young people with the skills, experience and opportunities they need to thrive in a fast-changing world,” Olawande said.

He added that the revamped NYSC aligns with President Bola Tinubu’s vision of building a $1 trillion economy by creating a productivity-focused and youth-empowering institution.

The minister outlined several key components of the approved reforms, including a technology-driven call-up process to improve efficiency and transparency, as well as a risk-sensitive deployment system aimed at enhancing the safety of corps members.

The orientation programme will also be redesigned into a six-week curriculum with greater emphasis on leadership development, entrepreneurship, digital skills and specialised career pathways.

In addition, corps members will now receive primary assignments based on their academic qualifications and career interests to improve productivity and professional development during the service year.

To improve the welfare and experience of corps members, the government approved a national grading and certification system for orientation camps to ensure higher standards nationwide.

The traditional Passing Out Parade will also be replaced with a new graduation ceremony, while corps members will wear redesigned uniforms intended to project professionalism and foster national pride.

Olawande disclosed that the reform process began in 2025 through extensive consultations involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination before receiving final approval from the Federal Executive Council.

Describing the initiative as a strategic investment in Nigeria’s future, the minister said the reforms go beyond institutional restructuring.

“This is more than a reform of an institution. It is an investment in Nigeria’s greatest asset, our young people. The future of the NYSC begins now, and it is brighter, more relevant and more impactful than ever,” he said.

The NYSC was established in 1973 in the aftermath of the Nigerian Civil War to promote national integration by deploying graduates to states outside their regions of origin for one year of compulsory national service.

With the latest reforms, the federal government says the scheme will evolve into a more relevant institution capable of equipping Nigerian youths with the skills, experience and opportunities needed to contribute meaningfully to national development and economic growth.
