Governor launches sweeping reforms to boost tech, energy and digital access

Osun State Governor, Ademola Adeleke, has signed the state’s new technology and energy bill into law, describing the development as a milestone in his administration’s drive to transform Osun into a leading destination for investment, innovation and sustainable growth.

At the signing ceremony held on Thursday at the Government House, Osogbo, Adeleke said his government is not only building infrastructure but also laying a strong foundation for a modern digital economy. The bill, he noted, is designed to open the electricity market to private participation, stimulate innovation-driven enterprises and strengthen consumer satisfaction.

“We are opening up the electricity sector to facilitate investment and enhance consumer satisfaction. Under our leadership, Osun is establishing itself as a leader in environmental sustainability, technology innovation, and energy diversification,” the governor said.

Adeleke outlined a series of reforms already underway to modernise public administration through technology. These include the launch of the Osun Investment Portal, the introduction of a 45-day Certificate of Occupancy processing timeline, and the rollout of a unified, digitised annual tax billing system. He added that the state is expanding public digital access through the Imole free Wi-Fi programme.

The governor also announced plans for a 20-hectare Osun Digital City to host startups and digital enterprises, providing innovation parks, incubation centres and technology hubs for emerging businesses. He said the project aligns with the Osun One initiative, which serves as a unified platform for government processes and aims to boost efficiency and accelerate service delivery.

Adeleke disclosed that security infrastructure has been upgraded through the deployment of 293 AI-powered emergency response centres, the Safe City Initiative, and the Security Trust Fund, all geared toward enhancing safety and community resilience.

Underscoring his administration’s focus on youth development, Adeleke said the state will scale up ICT training programmes and institute annual innovation challenges to promote entrepreneurship and job creation. He further directed the Ministry of Innovation, Science, Technology, and Digital Economy to deploy containerised, solar-powered Imole EduPods across Osun to support students’ exam preparation and improve digital inclusion.

As part of the broader innovation agenda, the governor announced the establishment of the Osun Tech Trust Fund to finance technology-based initiatives and strengthen the startup ecosystem. He also unveiled plans for the Osun Tech Festival, scheduled for February 19–20, 2026, which he said will showcase the creativity of young innovators and connect them with international partners.

Special Adviser to the Governor on Innovation, Science, Technology, and Digital Economy, Hon. Azeez Badmus, said the Osun Tech Hangout initiative represents a first for the state. He stressed the importance of fostering digital connectivity and building innovation spaces that encourage collaboration and growth.

“Equipping our youth and future innovators is a priority. Targeted ICT training and skills development programmes are essential for preparing the next generation for success in a technology-driven economy. These initiatives create pathways to economic opportunities, entrepreneurship, and sustainable careers,” Badmus said.

He added that the administration remains committed to building an enabling environment for startups and innovators, providing them with the mentorship, guidance and resources needed to thrive across the state.
